虽然,自己还没有最后落实完成,不过,计划是这样。6月考试结束后,让公司去提名,然后自己申请签证857. 我是1.5年会计MPA毕业。 在SOL清单就不用证明为什么不请本地人,而请我们了。
但是塔州坏坏,要雅思Overall 7.5 的要求。
感觉就这些。

其实,雇主担保,据自己了解,不是论坛说的一样吧。
可以看immigrate to TAS, 或者service TAS 里面看到的RSMS



What is the Regional Sponsored Migration Scheme (RSMS)?
The RSMS program helps employers in regional or low population growth areas in Australia who have been unable to fill a skilled position from the local labour market. Under the RSMS, employees can fill vacancies by nominating skilled workers from overseas or temporary residents already in Australia.
For the purposes of the RSMS, the entire state of Tasmania is considered ‘regional’.
The RSMS gives sponsored migrant employees and their dependant family members permanent residence. This means they can access Medicare and public education (years 1-12) free-of-charge and after meeting residence requirements, they can become Australian citizens.
Before you commence the sponsorship process you should download the Department of Immigration and Citizenship's Booklet 5 – Employer Sponsored Migration and carefully read the RSMS section.
Steps to take:
The RSMS process consists of three distinct stages:
1.        Certification of the nomination/vacancy by the Regional Certifying Body (Department of Economic Development and Tourism);
2.        Assessment of the nomination by the Department of Immigration and Citizenship (DIAC); and
3.        Nominee’s application for a visa (note the visa application can be made at the same time as step two but not before).
Certification of the Nomination
The employer lodges a nomination for a vacancy with the Department of Economic Development, Tourism and the Arts who verify that:
The employer is actively and lawfully operating in Tasmania and has a need for a paid employee
The position is genuine and full time
It is available for at least two consecutive years
It cannot be filled from the local labour market
It requires qualifications equivalent to at least the Australian diploma level (this includes trade certificates)
Is in accordance with standard Australian or individual state award wages and conditions
There is an employment contract covering the position (to cover two full years from the date of visa approval by the Department of Immigration and Citizenship).
The person you nominate should:
•        be under 45 years of age
•        have at functional English skills
•        have qualifications for the position equivalent to Australian diploma level (including trade certificates).
If the person does not meet these requirements, consideration may be given if you can demonstrate that the position is ‘exceptional’ and can only be filled by that person.
Once the Department of Economic Development, Tourism and the Arts is satisfied that all the criteria have been met, the application is certified and forwarded to the Department of Immigration and Citizenship for assessment. If refused, it will be returned to the employer.
All applications for certification are considered by a panel comprising representatives from the Commonwealth Departments of Education, Employment and Workplace Relations and the Department of Immigration and Citizenship and the State offices of Workplace Standards Tasmania, Multicultural Tasmania and theDepartment of Economic Development, Tourism and the Arts.
Documentation required – Employer Checklist:
Covering Letter
A covering letter with a brief description of the type of business how the position will support the business and why the position cannot be filled from the local labour market (see below).
DIAC’s Form 1054.
Ensure that each applicable question on the form is completed and the form is signed. This must include completion of the Australian Standard Classification of Occupations (ASCO) code. For information about these codes refer to the Australian Bureau of Statistics website. If you are unsure about the ASCO code, please contact the Department of Economic Development and Tourism.
Employment Contract (including position description and primary duties)
Provide a detailed job description that includes qualifications, skills, and experience required, and the duties of the job.  The job should require diploma level or above qualifications (including trade level qualifications).
Important: The contract must cover two full years from the date of visa approval by the Department of Immigration and Citizenship (this does not mean that the employer cannot retrench the sponsored worker in appropriate circumstances).  It should not be dated prior to the date of application for certification by the RCB  E.g. “Your employment under the terms of this letter starts on the date of grant of permanent residence. The employment continues for at least 2 years from the Commencement date unless it is terminated in accordance with the following terms and conditions’

Evidence the position cannot be filled from the local labour market
a.        Please see the following lists. If the occupation is on at least one of the lists, you do not have to submit any evidence of skills shortage/demand.
o        Base-line Eligible Occupations List (SS)
o        Supplementary Eligible Occupations List (SS).
b.        If the occupation is not on either of the lists above, please submit:
o        a supporting letter, report or study from an independent industry body to verify the occupation is in demand/shortage or that recruitment difficulties are being experienced in your industry; or
o        an explanation (in the covering letter) why you are not able to find an Australian citizen or resident able to fill the position. Inform the Department of Economic Development, Tourism and the Arts if:
        the position is unusual/highly specialised such that suitable local candidates are unlikely; or
        you have advertised the position locally and, if so, where and when? How many responses did you get? Were any candidates suitable?
Curriculum Vitae/Resume
  
If you have already found a skilled worker you would like to sponsor, please include a CV that outlines the qualifications, skills, employment experience and referees of the nominee. This should demonstrate that the person is able to perform the duties of the skilled job.
Award wages and conditions
Ensure that wages and conditions are in accordance with standard Australian or individual state award wages and conditions, i.e. references to the relevant award, union endorsement/correspondence, copies of payslips for other employees performing the same duties (to show the nominee will not be paid less than the equivalent of Australian staff).
NB: the panel uses the Department of Immigration and Citizenship minimum salary level as a guide when assessing salaries.

The ‘concessional’ MSL are:
•        ICT occupations: $53,530
•        any other occupations: $39,100.
The above is rising to $55,724 and $40,700 respectively from 1 July 2009.
Salaries below this level will be scrutinised carefully.
Financial Documents
To ensure that your application is ‘decision ready’ (therefore increasing the chances that your application will be approved within 48 hours), please provide us with a copy of:
•        your most recent profit and loss statement
•        your most recent tax return.

These are documents that are required by the Department of Immigration and Citizenship to approve your application to sponsor under this program.

‘Exceptional’ Appointments
RCB’s can only consider ‘exceptional circumstances’ on skill grounds:
1.        For positions falling under ASCO 5-7, provided the position has been filled by the prospective RSMS applicant (as a subclass 457 visa holder) for at least two years prior to the nomination; or
2.        For positions that require a diploma, trade certificate or higher qualification (ie. ASCO 1-4 occupations), where the employer has identified a person who holds the equivalent of a diploma, trade or higher qualification based on work experience alone or a combination of training and work experience (i.e. has no formal diploma, trade or degree).
Exceptional appointments on the basis of age (nominees over 45) or English speaking skills(nominees with less than ‘functional’ English) are assessed by the Department of Immigration and Citizenship.
Employers should note that Tasmania has Australia’s oldest population which is placing considerable strain on social services. To help address these demographic pressures, Australia’s immigration system aims to attract young workers rather than those at the end of their working life.
Exceptional appointments are specifically covered by question 20 on form 1054. For more information refer to Booklet 5.
Visa Cancellation
Provisions exist for RSMS visas to be cancelled if the sponsored employee fails to commence work within six months of the grant of their visa or does not make genuine efforts to complete the two years of employment.
What's Next?
The RCB panel meets regularly in the second week every month (with applications due on the first Friday of the month). Applications are assessed against the criteria specified on form 1054. If further information is required you will be contacted.
Once the panel is satisfied that all criteria have been met the application will be certified and you will be notified. All documents and attachments will be forwarded to the Department of Immigration and Citizenship for assessment against the relevant immigration requirements. The Department of Immigration and Citizenship will contact you directly with the outcome and instructions about what to do next.
Once the nomination is approved by the Department of Immigration and Citizenship, the nominee must lodge the visa application within six months of receiving that approval. Please note that the nominee can lodge his/her visa application as soon as the Department of Economic Development and Tourism lodges the certified application with the Department of Immigration and Citizenship.

   并不是要7.5 。而是7.5就不需要解释为什么要你而不要在local市场招人了。这只是塔洲的政策。

雇主担保是拿临时PR, 两年后转正式PR.
雇主要向移民局保正至少会雇佣你两年,如果不是确实很好很强大, 很少雇主会愿意做雇主担保的

P.S下 如果只是找到工作 不算雇主担保的,

ps楼主不只是找到工作,是找到担保她的工作.
