In that case, you need to do exactly the same as if you were selling the car in Tas- ie give a receipt and complete the relevant section on your rego document - it is up to the buyer to do the rest.
Why would the buyer want to register a car in other people's address? Does not make sense at all.
If the buyer is from ACT, he/she has to register the car in ACT, nothing to do with you. Make sure the buyer sign all the paper when you sell it.
