The room facilities of Kerslake Hall can be seen from the following UTAS website:

If you sign a contract for living in it for 39 weeks, then you are NOT allowed to move out during this period, unless you can find somebody who can replace you. This rule is the same for renting accommodation in all locations of Australia. If you move out, you do not get your deposit and you'd have to continue paying the rent until somebody has moved in.

If you want cheaper accommodation (shared house) then you should only sign a contract for a few weeks to use it as initial temporary accommodation.
